In this issue… Welcome to the special Budget newsletter for the 2008/09 edition of VAT Memo. This brings together all relevant announcements made by the Chancellor in the Budget Report on 22 April 2009 to provide a comprehensive analysis in one document. This year’s Budget was relatively uneventful from a VAT perspective. The most significant developments concern the implementation of the EU ‘VAT Package’ of changes to the place of supply of cross border services. Other changes include changes to the rules on obtaining permission to opt to tax land and buildings, and to the removal of VAT from bingo participation charges. HMRC are also in the process of preparing a taxpayer’s charter to be launched in August. This will govern HMRC’s dealings with taxpayers.
